This is a follow up to my comments on Villages, I view Mending as a flaw of the enchanting system rather than of Villages; Villages are merely the easiest place to get Mending, and moving it to only swamps doesn't change that in the slightest. Firstly, I want to push back on this notion that nothing that you do in Minecraft is permanent, this couldn't be less true. Anything that you build in Minecraft is permanent, unless Creeper; anything that you build a farm for is not just permanent, but renewable. (This is why iron farms are so bad). Your tools aren't permanent, and mending only makes them semi permanent. Your tools can still break or be lost, and one of the big features of Netherite is not burning in lava, and they still require exp to repair. What Mending fixes is the need to continuously reroll enchantments at the enchanting table, and the cost of combining enchantments at an anvil. I don't think that randomness in games is a bad thing, but it is really frustrating when you have the materials for an enchanted Diamond pickaxe, but you don't get a good enchantment. You currently need 5 to 6 diamond pickaxes to get one good one, and you keep the spares in your Ender Chest. That is not a good system. Mending, as it exists currently, makes the enchanting system work, and together they create a verry high barrier to entry, but one you are through it you are able to sustain that level of progression. If you remove Mending you also need to rework the Enchanting system.
