Illigers Can Drive Boats

Imagine you're going down a river and suddenly in front of you is 2 pilligers in a boat armed with crossbows, and they're out for blood. When Illigers spawn near water there should be boats for them to enter, and hunt around with!

In this case, the villagers could probably. At a minimum, fishermen and cartographers.

Illiger patrols spawn in open oceans. When they do, they should be in boats.
