To begin, one combines paper with lapis lazuli to create a magic-sensitive substrate: scrolls.
Once one places the scroll inside the left slot of the enchanting table, depending on the catalyst placed in the right slot, a selection of effects with which one can imbue the scroll appear on the right side list.
Placing lapis lazuli there as in standard enchanting will not influence or filter the effects at all, leading to far more randomized results, but potion ingredients in the place of lapis would otherwise focus the types of effects that can appear, with a few showing up that are not available via brewing of potions.
Consuming XP to enchant a scroll provides a single-use charge of the effect - however, it is unfocused in its present state, inflicting the effect (whether for good or ill!) upon everything nearby.To channel and direct the arcane energies, one must use a staff, a wand, or an amulet. These channeling devices can absorb the scroll, and by limiting the breadth of effect, can extract multiple charges of the spell.
An amulet allows the caster to apply the effect upon oneself.
A wand allows the caster to apply the effect upon a target entity point blank.
A staff allows the caster to apply the effect upon a target entity at range.
One begins with an amulet, encrusting a gold ingot with lapis lazuli.
To craft a wand, surrounded a stick with amulets.
To craft a staff, surround an amulet with wands.
