Merge Snow, Water and Ice block Variants

What if we could merge all of the snow and ice block variants into one type of item similar to the ageing process of copper but based on light-level, temperature or the blocks around them?

e.g. water -> sludge -> powdered snow -> snow -> ice -> packed ice -> blue ice
