I propose that when the goat horn is blown near a warden, the warden affected would stop chasing the player. However, it would attack the air in all directions while standing still for a minute. This would provide the player an opportunity to escape a warden after a sculk shrieker is set off while simultaneously preventing the player from taking advantage of this and attacking the warden due to the warden attacking the air in all directions for a minute. A distraction for the warden allowing the player to escape while preventing the player from attacking the warden.
