I think villagers should have the ability to trade sand for gravel. You would trade 16 gravel and 2 emeralds and the villager will give the player 16 sand. Sand is essentially rocks, and other debris like coral, broken down into smaller pieces, which is why I think gravel would be what the player would trade. I am not quite sure which villager should trade it though. It could be a weaponsmith since it would be as if he was grinding the gravel into sand with his grindstone, but that one doesn't make much sense since he supplies weapons. Perhaps the stone mason could do it since his job is centered around stone and rocks. Maybe it could be the cleric, using magical abilities to break down the gravel into smaller pieces, being sand, but again this doesn't make the most sense because it doesn't fit with what the cleric does. Piglins trade gravel, meaning this is fully farmable.
