In 1.18 aquifers were added. However, to make them worth your time, Mojang also made cave generation so flooded caves might connect to dried out ones. While this is grat in concept, it seems as though it is not working perfectly. Most times a thin one block stone wall seperates flooded caves from air filled ones.
My idea would be to introduce a new block called cracked stone or leaking stone or smth like that which generates when a stoneblock would normally seperate a waterblock from an air block. The cracked stone would also break easily so you could break it quickly when diving underwater.
I think this addition if doable would greatly increase the usefulness of aquifers and make exploration even more fun than it already is thanks to the new terrain generation. This block would prevent you from getting stuck all the time and would encourage underwater exploration in particular.
(You could also just use an existing block like gravel if necessary, but a new block would make it more precise.)
