Now that we have biome temperature system and snowy mountains I think it would be a cool idea if flowing water could freeze when the temperature is too low.
My suggestion is to add ice blocks with the shape of flowing water (not just cubes).
All water blocks (not just sources) in cold biomes would have a small chance of turning into frozen water blocks of the same shape (basically changing the water texture into ice texture). Maybe the chance of freezing can be based on the type of the adjacent blocks (adjacent ice or snow blocks increase the chance, adjacent lava or magma blocks decrease it).
These blocks would be considered waterlogged so they won't change the flow of the water.
They would be transparent blocks (same as flowing water).
Breaking those blocks would turn them into flowing water blocks of the same shape without dropping anything (just like breaking ice blocks currently).
One cool mechanic with such blocks would be creating slippery slopes.
Stepping on such blocks would induce gravitational force in the direction of the slope causing the entity to slide down. This is similar to how flowing water works currently but with ice there will be also an acceleration to speed up the entity, similarly to how you can accelerate with a boat on flat ice currently.
I think this new kind of ice blocks would be a perfect fit for the new cold mountains and biomes in 1.18 and would make these places more fun and challenging.
