The Piercing enchantment should also deal Armor Piercing Damage
So, Crossbows are supposed to be the stronger, but slower variant of Bows, right? Yet in the mid to late game, Bows are much better for general use due to the Power Enchantment making its attack power surpass Crossbows, on top of its naturally faster fire rate.
So what if we buffed the Piercing enchantment?
Right now, all it does is let the arrow go through (X) amount of entities. (X= Enchantment Level) it's good for crowd control against mobs you're kiting around in a conga line, but that's it
So I propose that Piercing also ignores the protection you get from Armor, with the amount being 10(X)%
So with Piercing IV, against an Armored Opponent, you would deal at least 40% of the damage that the arrow would do, on top of the damage the arrow actually did. The Piercing damage would also be added to the amount of durability the opponent's armor loses.
Against unarmored opponents, it just goes through them with the same damage as it normally would, since there's no armor to pierce.
To counter this, just have Projectile Protection enchanted on your armor, where each level you have in total on your armor set negates 2% of the Piercing damage. (so a full armor set with Projectile Protection V on each piece would completely negate the Armor Piercing)
The numbers likely aren't perfect, but this should get the idea across.
TL:DR. Piercing Enchantment on Crossbows gain 10(X)% Armor Piercing capabilities based on its level, but is countered by Projectile Protection.
