Although the easiest way to get arrows is by trading with a fletcher, but the crafting recipe for arrows can see more use if arrows can be crafted in large quantities at a cheaper cost.
Since I don't find it making sense or balanced to destroy a whole block of gravel for only a single flint and killing a chicken to get a maximum of about only 5 feathers (looting enchantment), my solution is to increase the number of flint yielded by one block of gravel to about 4 to 8 and the number of feathers yielded by killing a chicken (with no enchantments) to 2 to 5. Although this would also make flint and steel and book-and-quill's relatively cheaper to make, the impact is minimal to make crafted arrows obtainable in greater quantities.
