Ladders can be placed without support

I believe that ladders can be installed vertically with the same mechanics as scaffolds are installed horizontally. That is, the ladder may not rely on anything up to a certain limit, if one block still has support. This will make the stairs a little more useful and realistic.

    i think they should be able to have no support if they are "hanging" from supported ladders

    It could behave in a similar manner to vines on block placement.
