These potions could be found in End CIties, Ancient Cities, and as rare items in Nether Fortresses and Bastions (but never as Piglin trades).
Hitting a mob with a Splash Potion of Banishing would make it disappear from the world for a short period. When the Banishing wears off, the monster returns to the world on a legal block within SpawnRadius of the XYZ location they were Banished from. If there is no legal block for them to respawn on, they will reappear in air just above the player who Banished them. (This is intended to allow named pets to be rescued as well as to prevent players from cheesing mobs by Banishing them then covering the entire floor with Lava).
A Splash Potion of Banishing shouldn't work on the Ender Dragon, of course--and it would be useless against Endermen who will simply teleport away. The most effective use of these would be against Wardens, Temple Guardians, Withers, and Creepers. But because the Banishing does no harm to whatever it hits, it's always going to be a temporary solution.
There could be multiple levels of Banishing with different durations from 5 or 10 seconds on up to 1 minute or more (subject to lag).
