With the introduction of underground cave biomes, two biomes can simultaneously occupy the same chunk vertically. However, after I was checking around with the F3 in some dripstone caves, the current biome would switch between the cave and surface biomes as I moved around. In most cases, this shouldn't be a big issue. However, as of Snapshot 21w39a for example, Drowned can now spawn in dripstone biomes. If the blocks are changing biomes, then there is less of a chance of them spawning.
My suggestion would be to add a second biome tracker specifically for the cave biomes so that the vertical chunks/block overlap with the surface biome. Both biomes would exist as they do already, but both would be indicated together. The con to this suggestion is that it would give players (on Java edition) knowlegde to what cave biome is underneath the surface, therefore eliminating the element of player discovery.
