The mood function, for those who don't know, controls cave sounds, and i want more cave sounds.
for starters, make the time needed in darkness lower (It's currently every 5 mins) make it more like 30 seconds in complete darkness, and make cave sounds play at higher light levels, they should play at a highest level of 4 or 5, at around once every 2 1/2 minutes. Different Biomes/Structures should modify mood too, (I had an idea for a structure that has lots of cave sounds called cursed shafts, which are a scary twist on the original structure), like the depths Y<0 should double mood rate, and another double in skulk for its eerie feel. Normal mineshafts could have around a 33% mood increase, and any spawners in a that make hostile mobs should increase the light threshhold to 6 (mobs can spawn at light level 6). I don't think that stronghold need any mood buffs, as they are generally clear, it wouldn't add much. Nether cave sounds should also have a very high light threshold and be more based on y-value, being that the nether is a hellish place. Finally, I feel that the mood should also be modified by difficulty, as more cave sounds makes thing more intimidating, and suit the increase in mobs.
Not to mention, keep the mob spawn rate as is unless there is going to be negative light bc if not it makes mob spawn rates super low regardless, and I feel it would be fun to make resource gathering a challenge, it would make Post-Dragon gameplay less grindy farm wise, and have some spice.
