Custom biome tool and more weather variations

I play on PS4/PS5, and I would love a creative mode tool or command to be able to change a selected area into a biome of my choosing. Whether it's changing a plains biome into a snow biome, changing a snow biome into a hot desert biome, changing the shade of the grass in a field, or even changing the color of the water in rivers, swamps, lakes, and oceans.

I would also love more weather variationns that can also be manipulated with commands, such as heavy snowfall for blizzards, cloud overcast without rain or snow that also covers the sun, moon, and stars, some mild or heavy fog that can go with either rainy or clear weather, wind with sound and leaf or grass particles, and maybe even add an autumn biome with colorful trees and leaf bundle blocks.
