Lots of people are not a fan of the current way that Phantoms work. The insomnia mechanic is a nuisance at best and they're hard to hit or sometimes hard to predict they'll even appear.
I think a good way to rework them would be for phantoms to hang from the ceiling of big, deep caves.
They can use the Sculk vibration mechanic to sense when the player is near if the player isn't being careful, and then will fly down and strike. This would make it so players could avoid them while being careful, as well as having a reason for them to be in low down caves, tying in with the Sculk theme.
It could also have a sort of stealth aspect where, if the player managed to see them first on a dark ceiling, they could try and strike before the Phantoms feel the player, which could be an instant kill or deal extra damage.
Phantoms already also look vaguely like they belong with Sculk, though the shade of blue is slightly different.
It could be possible that phantoms would need to be smaller or have better AI as to not get stuck on blocks, but I think this could be a fun re-use of them that eliminates a game mechanic that many people dislike.
