So here is an idea, now that mobs will only spawn in light level 0 naturally I think we need to add "negative" light levels to up the difficulty. This could be used to control how deep a player can get in the world (new players don't need to meet the warden) and it could be a fun way to control progression.
So what purpose would this new light level give and how would you know without F3? The lower light levels will allow mobs to spawn closer to you! I was thinking it would give sort of a haze around the player's screen and maybe an effect (fear).
How do you get around it? Can't you just light these areas up? No, these areas would require a sort of divine light to guide you, whether that be a potion effect or a new enchantment. For the most part, normal players will get these before they attempt the deeper areas but it would make sense for the upcoming deep dark biome.
I think negative light values should only go to -7 because I would imagine they would only be needed at the very bottom of the world. The negative light levels could also be a product of a Warden around (scary!)
