End biome update - Void Cloud oceans

So! Just getting to the point, essentially there's a lot of empty space in the end dimension. As a thought, what if there was (in parts of the empty space in order to keep the end void as a biome) sort of like a cloud like ocean? Essentially, it would be like a layer of cloud, except instead you would slow fall through it. Also items would float on top. This could also easily make use of the 3D biomes thing and spawn at different levels, because it's really only one or a few blocks deep (being the clouds that they are).
