Currently, Minecraft's hunger system highly favors a select few high saturation items, such as steak and golden carrots, and discourages most other alternative food sources because of how short they usually end up lasting. This means while Minecraft technically offers a wide variety of food choices, the player will usually end up ignoring the vast majority of them.
My solution to this problem would be to have the lower saturation foods restore more hunger shanks/bars than the high saturation foods. This would mean that while a golden carrot or a steak might give more saturation, it would take more of them to fill up the hunger bar than other foods, encouraging the player to eat the low saturation food as well to fill up the hunger bar faster.
The exception to this change would probably be subsistence foods like dried kelp, berries, melons, or rotten flesh, which likely serve more to prevent the player from starving while exploring than to be used as a legitimate food source.
Additionally, while realism isn't the main aim of Minecraft, this change would also match up with how foods higher in carbohydrates like bread and cake are typically more filling in real life than meat.
