New mode: Creator

This mode would be like spectator mode but you can place blocks, use your inventory, break blocks, open chest, and everything else you can do in creative mode. So basically it would be spectator and creative mixed.

    How would this be different to creative mode? The only feature it adds is being able to increase and decrease flying speed with the scrolling wheel, which will overlap with scrolling on your hotbar.

    This idea can be simply replaced with a vanilla command along these lines:
    /fly (insert username) speed (insert speed, 1 is default and 10 is max.)
