Add a new function to dragon_head

The dragon_head only has a decorative function in the current version. When powered by redstone, it only moves its jaw up and down.I hope it can become a useful block: when activated by redstone, it emits dragon's breath with actual potion effects.
Specifically, it could open a UI similar to the brewing_stand, where you can put one type of potion to decide the buff effect of the breath, and use dragon_breath as fuel (similar to how a brewing_stand uses blaze_rod as fuel).
You can decide other settings like the effect range.
