I'm not alone in the idea that weather needs to be changed in Minecraft. Here's an idea to change worlds to allow for more complex weather.
A separate temperature from biomes. We already have a biome-dependant temperature mechanic, but it's static. Instead, we'd want something like a temperature map that can fluctuate over time, and is based on the world seed and age. Biomes would still affect that temperature, and it'd functionally just be an under the hood change.
Moisture Map. This is less of something on it's own, and more something that goes along with temperature to effect how precipitation works in the world. It'd work the same way, where it's seeded and based on world age.
These two things would open up quite a lot:
Variable Weather: Currently, the game has strict-world-wide weather. The only change is whether you're in dry, cold, or temperate biomes. Now, we could use this temperature and moisture to effect snow, rain, or whether it's dry. This would allow for localized rain independent of biomes. This would allow places to Sometimes be snowy.
Other thoughts:
There would need to be care to make sure stuff placed by players should ignore temperature rules. This is already a thing in java, but not as much in bedrock.
Cold and Hot Light sources: Currently, melting cold things is based on light. This mechanic could be used to change that, or branch off to change that further.
