So that if you find something of importance, like an outpost, you can mark by a dot on your map. I'm not 100% sure but I believe Java does this by using banners which show up on map.

The same way a war table works in movies, the cartography table should allow you to add a filled map to an interactive map screen that lets you zoom in and pan around.

I would combine a "locator map" with a "book and quill" into a "navigation map".

Allow the user to mark their current coordinates ( even if they are not displayed in the display still recorded in all three X,Y,Z addresses, optionally displayed based on the users settings ) with a colored marker (visually on the map). And text pages that would allow them to have a corresponding colored marker and a line or two of text for that marker.

I think of it like "writing on the back of the map" and "putting pins in a map on the wall".

Bonus if you can use the  markers as "targets where you want to go" and get a "dot on the coordinates" visually guiding you to the location.  ( in X, Y and Z )

Players could create lines of markers to "run between points of interest" and find vertically different locations by having the "target marker" point up or down and not just general direction. ( mine-shafts, trial chambers, sulfur springs, player created nether portals, etc...)
