Feed Fire Charges to Happy Ghasts to make them Shoot

Feeding 16 fire charges to a happy ghast will give 1 large fireball shot to the player sitting in the front position. They can then aim and right click to shoot the fireball. The happy ghast can only store 1 shot at a time, and can only be fed (reloaded) when no players are riding it.

This will add more variety to pvp and combat.
