The point of the level 1 trades of villagers is to provide a general-purpose type of trade that can yield benefits with arguably low investment and serve as a bridge for future and better trades. See, for example, coal for emeralds with smiths, sticks for emeralds with fletchers, clay for emeralds with masons, and so on.
Most villagers have a pesky level 1 trade that offers an already easy-to-get item at a very low cost. Arrows for emeralds, iron armor for emeralds… You could invest just about ten minutes of time to get the same item yourself, or directly spend emeralds on it. But there is one exception to this: stone tools from smiths.
This trade is so universally worthless it’s a joke. It literally takes you less than 30 seconds to obtain a stone tool, a tool you’ll probably use for less than ten minutes in your world if you have the resources to spend emeralds on them. The only incredibly niche scenarios where this trade could come in handy are obscure challenge runs or unusual world setups like Skyblock or Superflat.
Making copper tools tradable by these villagers makes sense. Why is a worker who deals with metals manufacturing primitive-level weaponry and selling it for actual money? Copper fits the theme better, and there are more use cases for these tools than for stone. This would also integrate copper tools naturally into the game, something that hasn’t been done since their introduction, as they’re never found naturally in the world of Minecraft.
