Imagine being able to use Shears to shear off the top layer of grass from a grass block and the grass you collect is a grass sod.
You can put it on any dirt block, or even maybe podzol or mycelium, to turn them into grass blocks. Maybe even get mycelium sod to spread somewhere.
What happens when it's placed on another block? You get a new decoration block! Want the grass green instead of wool? Now is the time you can do that!
But here is where I need your opinion. Does the new decoration block turn into dry grass over time for a new block variant, or does it remain the same? What happens when a sheep is hungry and standing on top of a grass sod block? Will the grass be patchy grass now, until it's all eaten up? Maybe when patchy grass is on a dirt block it can grow back over time.
Maybe there could be an agriculture update...
What happens to the block you took the grass off of? It turns into a dirt block!
This would be for people who can't get lucky with silk touch. Now there's another option.
Why would it not negatively impact silk touch? This just adds on the many ways we can do things. Silk touch will always be valuable because shears can't handle sodding as well as a hoe could. Besides a hoe already has a purpose for farmland. And shovels are used for path blocks. Making silk touch the better long-term option.
Maybe there's a drawback for the sheers like heavy durability usage, because it would be hard for the shears to cut through dirt.
