I will explain multiple ways this could be done. In all instances I will be using a block of iron to repair the anvil. Why that and not an ingot? Well, the anvil is very useful and fairly late game, and using an ingot would make using it incredibly cheap, which defeats its purpose.
Repair the anvil in the smithing table. Add the anvil in one side and a block of iron in the other to repair the anvil by one state. This will always be cheaper than doing a new one because to do a new one you need 3 blocks and 4 ingots, but to repair a very damaged anvil to full, you'd only need 2 blocks.
Right click the anvil with a iron block to repair it one state.
Put the anvil and a iron block in the crafting table or inventory to repair it one state. Alternatively, you could make it so this can only be done in a crafting table by needing to put the anvil in the center and surrounding it with 8 iron ingots. This system is very easy to do as anvils with different states are already different items and you'd only need to introduce the crafting recipee.
Add the anvil to a griendstone with a iron block to repair it one state.
These are all the examples I could think, but I'm sure there are many ways. Repairing anvils is something that has been widely discussed and I think should be considered.
