Allow custom terrain generation with add-ons

Add the ability to modify terrain generation in Bedrock using addons (after all, this is possible with mods on Java). Right now, in Bedrock, you can’t make addons that change the terrain shape or create custom mountains, you can only customize biomes.

    I would like for bedrock to have custom alpha terrain generation like 360 had except keeping the unlimited world you know and other stuff like custom dimensions modders are just lazy though and people hate bedrock edition so what thers alot of people that only have bedrock edition it should be equal and fair with creative possibilities
