Instead of locking books artificially behind biomes, why not have each villager specialise in types of books, and with each villager level, the level of the book increases.
EG: A novice villager sells a protection 1 book at Novice level, when the villager is an Apprentice he will sell protection 2, level 3 at Journeyman, and level 4 at Expert, and level 5 at master (or perhaps skipping expert and have level 4 be the max level available at master).
For books that have no levels, I'm not as sure. There are a few potential ways:
- Either randomly, so it could be any non-level book in any slot; however, this would not fix the mending meta.
- Assign specific non-level books to specific tiers. With this method, you could then group the books by use, so Flame Infinity and Multishot would all be on one villager, as they are all to do with archery. This method would be excellent for people who like to build proper villages and free roam their villagers.
For books that max at level 3, maybe just skip apprentice, so that each book level is spaced by one villager level.
The biggest issue with this system is that you may need to trade for a lower-level book multiple times in order to get to a higher level, to counter this minor issue, it may be needed to change some of the other trades to be more repeatable, and worth the while, such as changing the compass trade to a bookshelf to emeralds trade.
