First, introduce different levels of rain & snow: level 1 is where you might see a drop or flake here or there; level 8 is what we see right now; and level 15 means the rainfall or snowfall is so thick you may as well have the Blindness status effect going on.
Second, have rain/snow and storms go through different phases, phase 1 through 4.
Phase 1 should be lots of lightning in the sky but few ground strikes, and not much rain or snow. Precipitation level should be about 50% of what it will be in phase 2.
Phase 2 should be lots of rain/snow, lots of ground strikes (if it's a thunderstorm), and lots more leaves falling from trees.
Phase 3 should still be plenty of rain or snow, but the worst of the storm has passed through, some lightning but not as much as before.
Phase 4 is very little rain or snow, maybe 25% of what it was during phase 2, if any precipitation at all. Cloud visibility may be starting to go back to normal.
After phase 4, the sky should be back to normal.
The durations of the phases should also be variable. Some rain/snow periods ought to last all day and maybe two or three days in a row! While other storms may be here and gone while it is still daylight.
