How to make nametags craftable but still difficult to obtain

I personally believe that a good solution to making nametags craftable while still keeping them more difficult to make would be crafting them inside of an anvil. It could cost 1xp and be made using 1 paper and 1 iron ingot. That keeps them expensive while still making them easier to obtain instead of having to fish for them or go hunting for them in woodland mansions and ship wrecks. Just an idea!

    minecrafts system doesnt allow making something new on an anvil out of seperate meterials. i wish it were though
