Happy Ghast Spits Snowballs

The normal ghast spits fireballs, and the happy ghast eats snowballs. Why can't the happy ghast also spit them out the same way the normal ghast spits out the fireball?

    Snow Golems should have a special interaction with them by feeding them snowballs
