This idea doesn't have much practical use, but I'll just cut straight to the point and then blabber on later. So for this, imagine that every mountain range has a chance to spawn with all stone and stone ores replaces with deepslate and deepslate ores. Realistically, this makes sense, since mountains are notorious for pulling ground from far below and pushing it up to the surface, so nothing should stop it from pulling from y=0. Maybe this biome can have higher ore spawn rates, like ancient debris in basalt deltas, to make up for the hard blocks everywhere, or even a slightly increased spawn rate to make it a special place for farming since it'd be so dark. It will also make deepslate emerald ore more easily obtainable in mountain generation, and since it will be rare compared to the grey mountains, it will also act as a kind of reward for the player, or even a sick, unique place to build a castle or base. Maybe once archaeology is introduced, special deepslate ruins can spawn on or in them, or maybe even allow pillager outposts to spawn for some mountain towers. It might even give the illusioner a place to spawn, which would make sense with such a dark biome, given that the illusioner is based on the player's sight.
