i have been thinking of minecraft tools, and how they have different tiers but every tool is the same, that may or may not be changed, but so far this is my idea to make variety between tools of the same tier:
Tools could have a randomized perk assigned to them, these would be similar enchantments but fully separate. each perk would have a certain advantage and disadvantage, and a level which will make the tool unique but no stronger than it was. for example, a "heavy" perk could make a sword do more damage but also be slower than usual and break faster, this so called heavy perk could be up to level 3, which makes it do even more damage but much more slower and break way more easily. you can also use this for shovels, pickaxes, hoes, tridents, etc. a "fragile" perk on a pickaxe could make it mine noticeably faster but break easier, or a "aerodynamic" perk on an elytra can make it fly faster but will also break faster. this would make pvp have more variety and strategies too, a netherite axe with a heavy perk could be used for less attack speed in favour of more damage overall, while a fragile sword could be used for more hits but with lower damage overall. of course, each weapon deals the same damage over time, but their strategies makes it so different players can adopt different tools for their playstyle.
