In the bedrock edition, as far as I can tell, the XP bar texture is not controlled by the icons.png in the GUI folder of textures. I am fairly sure that it is controlled by that in Java.
Having the XP bar texture being controlled by the icons.png image would make creating texture packs much easier for bedrock. The same applies to the horse jump bar and the boss health bar. Also, the raid texture should be in the icons.png to make re-texturing easier.
