Flame arrows burn flammable blocks

Flaming arrows should light flammable objects on fire, acting like a fire charge.

It could also just be a new item, like a fire charge tipped arrow. This would make it a bit more expensive to make (maybe 1 arrow per, or up to 8 arrows per fire charge, and possibly could stack lower than 64 to make sure it isn't op.
