Lava/water below y level 0

When i go below y level 0 in the 1.17 beta, the water/lava that flows or is placed will be on the a thin layer about the thinness of an end portal block on the very top of the block it is placed/ flows on and sometimes the water/lava will glitch and not show the part making it hard to avoid lava
