Custom Item Lore Text

Basically the idea is adding/editing lore text (text below the item's name on the tooltip where enchantment/potion effect descriptions are) for a of a given item type. For example you could edit the text below all netherite pickaxes to say 'This is the strongest type of pickaxe' or something to that effect. I know we've been able to do this with commands or external sources like Universal Minecraft Editor to edit individual items, but it would be useful to have this as a resource pack so that you could just go into the game and all items would have whatever description you gave it.
