We all know that after a while, people stop mining iron ore while caving. Many of use don't bother mining gold, and there is a good chunk of people who will, very quickly, ignore copper ore from the very beginning. The implementation of fortune on iron, copper and gold ores now further disincentives mining these ores, especially without the use of fortune. With this change in place, many people are going to make one iron pickaxe, then ignore every other vein until they get a fortune III diamond pickaxe.
I think a great way to prevent this from happening it is by implementing the new raw ore blocks into world generation. These raw ore blocks would replace approximately 1 percent of all of their corresponding ore blocks, but can never be found directly next to air. When a naturally generated raw ore block is broken, it could drop 9 pieces of raw ore, and compound with each level of fortune. This still leaves end game players gaining more ore from mining, but it would feel much more rewarding to mine a special block than a common ore block. Fortune effect would have no effect on placed raw ore blocks, much like placed leaves do not decay when not touching a log block.
