Drowned only spawn during Night time or around underwater structures

Drowned spawn everywhere underwater which is annoying so I think Drowned should only spawn during the night and in and around Structures such as Ruins and Shipwrecks. Drowned should also not spawn in Coral Reefs and rivers in Bedrock

    why? they make underwater caves better as no other hostile mobs spawn in them
