Whenever I play survival mode (and I assume this roughly the same for most players), I rarely find myself using potions. When going exploring, mining, or just travelling in general, most players want to reserve their precious inventory space for more important items like food, weaponry, or loot they might find. This leaves potions in an interesting spot where most of them are ignored as more essential items take precedent over them. So my suggestion to incentivize potion use, and encourage players to experiment with them would be to add a separate spot in the inventory to the side specifically for holding potions- a satchel or bag of some sort? It would have much less space then the actual inventory itself (I personally think nine would be a good number), and compounded by the fact that potions can't stack, you would still have to think carefully about which potions you want to take with you. This idea comes from dungeon crawlers which feature a similar mechanic, a specially reserved inventory space just for potions (Dungeon Hack comes to mind). As many ideas and themes in the game are lifted from classic dungeon crawlers, I think this idea would integrate nicely as well.
