As the title suggests, I think phantoms should spawn in Dripstone Caves. This would rework the current mechanics of them spawning from insomnia, and it also adds strategy for caving.
Imagine while mining you hear the ear-bleeding screech of a phantom nearby, this would indicate that you're near a Dripstone Cave. This helps players locate Dripstone Caves easily, which could be crucial for finding an optimal mining location. Currently there is no way to indicate if a Dripstone Cave is nearby; Lush Caves have the azalea tree and the Deep Dark is located below Y=0.
Why would they spawn in Dripstone caves of all places? They would spawn in Dripstone Caves because the geography of those caves adds strategy for fights. Players would be able to use dripstones as barriers to break the line of sight for phantoms. Dripstones could also impale phantoms if one were to fly into one. The gameplay within Dripstone Caves would certainly be amplified if phantoms were to reside in there.
This change to phantom spawning would act as a compromise in the debate regarding Minecraft's most controversial mob. A surprising amount of people would like phantoms to simply get removed from the game entirely, others think they're a good feature (and I'd have to agree). I think having phantoms spawn in Dripstone Caves rather than from insomnia would be a good compromise and would add fun and exciting gameplay to a mob that's otherwise hated by a good portion of the community.
