Occasionally there will be areas in the world that have significantly more ores. Otherwise ores would spawn like normal, or even reduced slightly so as to make these new resource rich areas more desirable to the player.
Through exploring the player will notice an area has increased ore generation and will be incentivized to set up in the area to mine, producing significant returns. Significant enough to provide a player with enough resources to afford players the ability to do mega builds/projects in a completely vanilla way without having to resort to abusing the games mechanics (which would still be the faster option for technical players if they desired to do so and which I wholeheartedly support).
It would encourage using rails, hoppers and minecarts more often since you wouldnt have the cart leaving the loaded area all the time, and offer many hours of digging before "drying up", so having an established mine and spending resources on rails would make more sense instead of digging 1000 blocks in one direction.
Generation could be random or it could be biome dependent, either way its not infinite so exploring and expanding will still be necessary IF youre looking for tons of materials for a large project, otherwise you can choose to use current mining strats. Caving could be the best way to prospect an area, and occasionally mineshafts could intersect and give players existing infrastructure to use for their mining operation.
