To put it plainly the Ender Dragon is just no longer the interesting challenge it once was, so to remediate this I wanted to throw some suggestions to make the final boss feel like a final boss.
The Towers: Make each tower a little challange. A good start would be to give the crystals an active defense (Mobs? A gardian-like ray if you get too close?). (This one's less Vanilla-friendly but I think worth it) Maybe go as far as redesigning the tower itself (like verticle halways in End Cities for insperation) with mobs waiting to defened it. For balancing the Ender Dragon won't attack you when in a tower with an active crystal. In vanilla minecraft these towers are a minor nuisance at best, and stand to benefit the most from improvments.
The Dragon: I think the two simplest changes to make the dragon more interesting is to give it a terrain greifing ability (i.e. Bigger Ghast ball?) and make it attack more. This will make the terrain more interesting to fight in, and will make it feel like an actual fight instead of target practice.
The Rewards: Currently there is not much reason to respawn the Ender Dragon. To encourge respawning I think it would be cool to add "Dragon scales" or "Dragon Bone" as a rare drop which when combined with netherite make a stronger tool/armor. The catch is that each time when you respawn the Dragon the rewards are better (higher drop rates) but the dragon is also more difficult to kill (these cap off at some point).
