The Problem:
I am assuming that the Giant block of bedrock in Bedrock Editon was simply the easiest way to fill in those old chunks, however, this ruins so many creative projects that currently utilize the void as it will just fill in the void with 16,000 blocks per chunk that you would have to clear out. Obviously, this was the simplest fix on the coding side of it but is far from the best fix for the community, also considering Mojang wants to "leave existing chunks alone" which is not what is happening here. I am not into coding, but I think that the time Mojang would take to code a better solution wouldn't even come close to the time it would save the Minecraft community as a whole from thousand hours of clearing out the new bedrock that just filled in their void.
My Solution:
Instead of loading in the new sub-chunks below existing chunks instead run a command in the pre 1.17 chunks (below y=0) that fills blocks adjacent to an existing block (including cave air) with bedrock. this would be a very simple way to create a bedrock wall which lots of people prefer over the solid bedrock.
