Clouds being on different height levels

I feel with height being raised for the first time in almost 10 years clouds should finally be updated.

Maybe we could get new "cloud generation" for more unique clouds.

But one thing that SHOULD happen is clouds spawning higher BUT not on the same Y axis, some clouds should be on a different Y axis instead of 1 set Y axis meaning for mountains to have possible nicer views of clouds.

  Add a new layer of clouds at 256. The clouds are paper thin and wispy. Cirrus!

  It would be cool if users could manipulate cloud height per chunk or something. Or that the cloud level bends.

  They should make it so that you shouldn't be able to see the shape of clouds from the inside, which is very weird in my opinion.
