This enchantment would be exclusive to netherite pickaxes, and it would only have one level. It would make deepslate instamining possible - it will give some mining speed boost that will be applied only when mining deepslate and its variants, and instamining would happen only if you have efficency V enchant and also haste II effect. The effect would be just large enough to make the maths in code work out to instamine it.
This enchantment would give netherite pickaxes more uses, as of now, netherite de facto only serves as a durability upgrade and a fire proofing method. Giving netherite pickaxes simmilar boost if you find this enchantment makes sence, as it allows for instamining of deepslate - a higher tier material, when having netherite pickaxe - a higher tier pickaxe.
Making deepslate instamineble would make very end game resource gathering much faster, it would be easier to get the block in bulks for building purposes, it would make it easier for technical players to make handmined perimeters...
