Bio luminescent Algae!

Bioluminescent algae can Spawn in some water filled caves and rarely in the tropical ocean biome at night. When you go in the water the water around you glows and when any entity touches the water it glows around them it also glows where water comes in contact with a block

  You do realize this is already in the game. It’s called glow lichen?
