Right now, there is no way to put a nether portal underwater. I think this should change, but not exactly how you would expect it to. You should be able to put crying obsidian in the same frame as a regular nether portal.
This would be a good idea because:
1. Many people have underwater conduit powered bases, and since nether portals aren't waterloggable, they cant have easy access to the nether in their base without clearing water, which can ruin the vibe of he base.
2. Crying Obsidian is mostly found in the nether, and you can get it by bartering with Piglins. Having to "unlock" the ability to make underwater portals would be a better choice, because you could make more things with it, and go straight from the nether, which is fire,to water, but you would to be later in the game and more experienced to do so.
3. In the nether update, you added crying obsidian to the game. I think it would be great if this block had another use, and because it is a different type of obsidian istead of a whole new block, it isn't too much of a stretch. Also, crying obsidian is called crying obsidian, which refers to water.
4. You can go from the overworld to the nether and back, so how is it fair if that doesn't include underwater parts of the overworld? You shouldn't be able to do it right at the beginning, but you should be able to work your way there by playing through the game, and unlocking access from the ocean to the nether, so you can have more freedom with your builds.
