The lighting system of Minecraft overall seem to be functioning very well for small scale type of builds.
In normal condition, you put light in ceiling or wall and it will illuminate the room.
But if you make your ceiling only few blocks higher, the light in ceiling will often become only a decoration without real function, since there is no floor in the reach of that light source.
The same problem comes even with some street light designs where the light has to be few blocks higher from ground, which makes it look better but makes it function little worse.
In my proposal, various light sources (at least lanterns and sea lanterns) would be containers that allows you to add glow stone blocks in it.
Every added glow stone block would widen the light source radius by 1 block and the max strength would be 9 blocks wider light source. That would allow players to fix their light problems without making the way how Minecraft is designed to be played too different.
In the current version of the game, you would still be using those 9 glow stone blocks to light up the environment, but this new method would allow you to hide the blocks inside a lantern to have increased light effect without spamming light sources everywhere, thus making the environment look more clean.
Also, by making the light adjusting be overall quite expensive with glow stone blocks, it wouldn't alter the game play too much and that would make it more of a late game feature.
